It seems that the rule is quite restrictive and that you can not generate (by arranging letters in a certain sequence) a word from the rule but have to test a word against the rule.

    Pyro, you are quite right in concluding that you have to test a word against the rule. I should have made that clearer, but I also have to learn : this is the first time this game has ever been played.
    Of your last list, only bill and ball are good. Unless I stretch a point and use the New Oxford Dictionary of English, in which case will is also good.
