This is actually based on a dream. I have no idea why the bomb is called Public Opinion. It seemed as good a name as any.

Hm… the way I first interpreted it was that, upon detonation, it would do _some_thing to anyone nearby to make them follow orders, thus making the government (or whoever) able to bend public opinion to meet his/her/their needs.

Very intriguing, a different slant on the challenge than I expected, but I like surprises!
