This story does a good job creating a pair of frightening, contradicting options: one is represented by The Terror, where people do whatever they like. I think this world represents the worst variation of freedom, which is anarchy. In the other world, people live completely controlled, obedient lives. This world represents the worst of order, which is totalitarianism.
