This is interesting and made me smile, b/ I also have an interest in Satan as a character, and growing up, my Baptist mom forbid me to participate in halloween since she thought it “celebrated the devil”. An unorthodox upbringing, I assure you.

Some constructive criticism: if this Satan happily uses Halloween as an opportunity to claim souls, I don’t think the sentence “I take no part. I know the consequence,” makes a lot of sense…. consider reworking it.

If you’re aiming for a devil character like Memnoch, from Anne Rice’s “Memnoch the Devil” (don’t know if you’ve read that – he’s essentially a reluctant devil… I won’t give a full description here), I think you’ll need to go deeper and develop the character & its motives more.
