So true. In my county (and likely beyond) waving at someone you don’t know can be interpreted as an insult for some reason. Or maybe people are afraid to respond because I might take that as an invitation to talk to them. Whatever the reason, I don’t like it. I’d like to move somewhere nicer- like Portland.
