Usually many of the characters speak in monotone. A question mark requires a rise in tone, adding a submissive air. The sentences will read just fine without them. It lends the sentence an air of toughness, more like “That’s not a question” attitude, more as a matter-of-fact, which is prevalent in Noir.

Interesting feedback, 32^2. I think if I came across a question without a question mark my first assumption would be a grammatical error, not an air of toughness!
