Usually many of the characters speak in monotone. A question mark requires a rise in tone, adding a submissive air. The sentences will read just fine without them. It lends the sentence an air of toughness, more like “That’s not a question” attitude, more as a matter-of-fact, which is prevalent in Noir.

>Is my table ready for tonight Otellio, I have an important meeting and I do not want to be disturbed.”
