I wasn’t very clear on how sabotaging the “mutation remedies” might relate to returning “home”. Otherwise, it has a suitably architect-of-the-end-of-the-world feel to it.

Covertly sabotaging the mutation remedies allowed the nation to appear to be trying to assist Barona/Ravenwood, but what the writer actually wants is the population to be wiped out. Then the cure can be ‘allowed’ to be discovered to tame the wildlife for the Barony-in-exile to return.
