Definitely feels like a rant. I’m on the fence about the non-capitalized “I” throughout. I get the idea it’s part of the point, getting across how nutty the orator is. It definitely works in that sense, painting a portrait of this harmlessly eccentric and energetic person who is a little oblivious to social norms.
