I’m not quite sure what you were going for here, but I think this story either needed to zoom in on one conversation, and portray the conflict between the dictator, his advisors and his subjects. The change of scale (from conversation to epic genocide, back to conversation) kind of lost me – and I think, lost the comic timing.
