I agree. Being featured is good if all the comments are there because they thought you had a really great story, but being featured because of a slew of comments that are not in any way related to the story… It’s just not kosher.
My suggestion for the featured story algorithm is as follows:
A = Number Of Comments B = Number Of Days Since Creation C = Average Pencil-Rating D = Number Of Views
((A / B) + (D / B) + ((C * D) / B)) = Story Popularity Value
Only consider stories published within the last week. The story with the highest SPV is the Featured story!

You’ll have to factor in rating, views, comments, times rated, and days since creation. Factoring in the number of ratings, comments, or views in the last 24 hours can lead to a ficly getting stuck longer than necessary in the “Featured” status, because being featured automatically brings you more viewers, ratings, and comments.
I totally disagree. I think we should a very old, bearded man (preferably one that lives in the sky) to pass judgement over all stories and pick the featured ones. That is THEONLYWAY. Oh, and you can send him notes and gifts. That can smooth the road to featured-ness. Yes, I think that is a brilliant plan.
Perhaps we could have a “recommend for featured” button on stories? Then, to prevent people from recommending a million stories a day, everyone could recommend one story per day. How does that sound?

Giving a story 5 pencils is basically recommending it to be featured – as are posting comments on it or viewing it. I need to tweak the algorithm a bit, but Eloquent Mess isn’t too far off – it does look at views, ratings and comments when picking, I’m just not saying how it uses them to decide. ;)
I think there should be a consistent frequency: I’ve seen some features last for more than a week, and others for only a few hours. Maybe a new one should be chosen daily, or weekly, or whatever. Some fixed amount of time. Give people time to see it, but not so much time that it grows stale.
Okay, what if the system only counts the first comment from each user? That way, a small handful of people couldn’t have an off-topic discussion in the comments and drive a story to featured.
