Garlaf and Likem merge into the Lanthar superstate. Military relatively undeveloped, but superior economic and industrial development disrupt the delicate balance of power between the other two countries. In the earlier Martis/Presage war, both Garlaf and Likem were absorbed into Martis and Presage respectively. The Lantharian Pact was part of a attitude that the two countries should never have to be in that position again.

Martis, a large country governed by its military upper class, pre-emptively invades territory held by the other two. Lack of Byzantium fuel resources and limited market for metal exports has held back economic development of Martis for decades. Martis economic theory is advanced but it struggles with an uneducated working class and the cost of supporting its fleet.

Presage is the smallest of the three superpowers, with a strong economy and excellent industrial and social development. An earlier war with Martis resulted in crippling losses and Presagians struggled to rearm their fleets.
