At the moment, the capacitance of a charm is based on the origin of the object used as a charm. Objects that were, at one point, living, have more capacitance than objects that have never lived. Also, the more skilled a magic user is, the better capable they become at storing magical energy, thus effectively increasing the magical capacitance of their charm.
As for “harvesting,” you can only harvest from living entities, but you have the option of either A) using the energy at once, or B) storing it in a charm for later use. Storing the energy actually requires a bit of energy to do, so in the end you are left with a slightly less powerful energy, but it lasts longer. Conversely, using the energy directly from the source will lead to a more potent force, but it will dissipate unless used quickly. The body will absorb it.

A magic user will be able to store more magical energy in a charm made from petrified wood than she would if she used a charm made from quartz crystal, as the wood had, at one time, been living.
In honesty, the size of the charm does have some effect, but it is negligible. Obviously an earth-sized charm would store more energy than a grain of sand, under most circumstances.
As for the “scary implications” of the 2nd law, this is intentional. This is what defines this magical system, separates it from the other fictional magic. It forces moral decisions upon magic users.
